Ideal candidate will have emergency management background, health care experience preferred but not required, leadership skills, knowledge of Incident Command, great communication skills, comfortable speaking with highest levels of leadership, presentation skills, project management skills, flexible and adaptable, can remain calm under stressful situations, can manage multiple projects and priorities, technologically savvy. SUMMARY The primary purpose of the Manager, Environmental Health and Safety (Emergency Management) position is to provide professional knowledge and expertise to support, promote and implement policies and procedures for ensuring compliance with regulatory requirements. Provide strategic planning and vision with respect to Emergency management program. Responsible for seeking compliance with local, state and federal regulations and guidelines in the operation of the institutional emergency management programs to include mitigation, preparedness, response and recovery. Interacts with institutional, clinical, research, administrative and contractor personnel to identify and correct safety discrepancies to ensure compliance. Manages all activities and personnel of the emergency management program within the Environmental Health and Safety Department.
JOB SPECIFIC COMPETENCIESProgram Management and Implementation
- Oversees and manages all aspects of Emergency Planning for MD Anderson including maintenance of existing plans, development and implementation of new programs as needed to comply with Emergency Management regulations, Standards, Guidelines and best practices.
- Oversees design and implementation of emergency exercises, development of after action reports from exercises and real events.
- Oversees and manages all aspects of technology and applications utilized by the emergency management program to include the mass notification system, communication portals such as satellite phones and HAM radios and other EM-related application platforms
- Oversees management of the Incident Command program including providing guidance and support to ICS during real event activations
- Oversees maintenance and creation of existing and new emergency management training programs
Personnel and Resource Management
- Creates, obtains approval and manages all aspects of program management including management of staffing, acquisition of resources and equipment, staff professional development. Provides daily management to emergency management team.
- Coaches and mentors staff on a daily basis. Addresses performance improvement opportunities.
- Provides developmental and growth opportunities.
- Acquires and manages resources needed for the program including contracts management and working with third-party vendors
Compliance
- Understands regulatory compliance requirements as mandated by The Joint Commission and Centers for Medicare and Medicaid Services (CMS) and interprets and applies those requirements for MD Anderson Cancer Center. Creates and manages programs to meet requirements mandated by The Joint Commission and CMS specifically under The Environment of Care, Emergency Management and Life Safety chapters. Ensures all programs meet required requirements
- Understands policies related to Emergency Management from The University of Texas System and the State of Texas
- Attends and participates in all routine and special meetings related to emergency management
- Participates in regional emergency management planning with different entities, agencies and other hospitals.
Bachelor's degree in Applied or Basic Science, Business Administration or related field. Education preferred: Advanced degree in a related field. Six years of directly related experience, to include three years of supervisory or managerial experience. With preferred degree three years of experience is required. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience. Must pass pre-employment skills test as required and administered by Human Resources.
